Keterbukaan Informasi Publik dan Jurnalisme Advokasi

“Setiap orang berhak untuk berkomunikasi dan memperoleh informasi untuk mengembangkan pribadi dan lingkungan sosialnya, serta berhak untuk mencari, memperoleh, memiliki, menyimpan, mengolah, dan menyampaikan informasi dengan menggunakan segala jenis saluran yang tersedia”. Itu adalah bunyi Pasal 28F Undang-undang Dasar Negara Republik Indonesia Tahun 1945. Bunyi pasal ini sejalan dengan Deklarasi Hak untuk Tahu (Right To Know) di Kota Sofia, Bulgaria pada 28 September 2002. Delarasi ini sebagai bagian dari Gerakan Open Government dari negara Open Government Partnership. Indonesia satu diantara anggotanya. Jadi, hak setiap warga negara untuk berkomunikasi dan mendapatkan akses informasi harus dilindungi di Indonesia.

Salah satu cerminan dari Pemerintahan yang baik dan bersih, adalah bagaimana pemerintah menerapkan keterbukaan informasi publik secara konsisten sebagai bagian dari akuntabilitas kelembagaan seluruh badan publik kepada rakyat. Hal ini sesuai Amanat Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (KIP).

Seiring, perkembangan teknologi, digitalisasi informasi dan berkembangnya banyak platform aplikasi. Masyarakat semakin mudah dalam mengakses langsung semua informasi yang ada dipublik. Sehingga badan publik harus selalu melakukan pembenahan dan inovasi menyesuaikan kebutuhan pemerintahan dan masyarakat. Namun, pertanyaannya bagaimana komitmen pemerintah menyiapkan saluran-saluran untuk keterbukaan informasi publik ini dengan bekerjasama dengan media sebagai salah satu pilar demokrasi?

Dalam prakteknya, salah satu saluran pemerintah adalah melalui bidang Public Relation (PR) atau Hubungan Masyarakat (Humas) Pemerintah. Tugas PR adalah membentuk citra baik pemerintah, memberikan informasi kepada wartawan, menyelenggarakan konferensi pers atau sesi foto secara terbuka untuk media, menyebarkan informasi, dan membentuk banyak konten berita melalui penggunaan selebaran resmi atau siaran pers.

Jebakan Rutinitas Kerja Jurnalis

Kerja jurnalis profesional adalah mendokumentasikan peristiwa dan fakta untuk selanjutnya menyusun konten berita sesuai dengan platform berita masing-masing. Kerja Jurnalis profesional dalam mendeteksi peristiwa adalah melalui apa yang oleh Tuchman (1978) disebut “jaring berita”, dimana jurnalis menjalin hubungan dengan narasumber atau informan bidang tertentu untuk menjamin pasokan berita secara teratur.  Namun “rutinitas kerja” jurnalis yang berulang tersebut, menjadikan sebagian jurnalis mengalami kebuntuan karena perulangan pemberitaan berdasarkan agenda dan rilis resmi humas dari jaring berita tersebut. Jurnalis profesional harus lepas dari jebakan ini.

Menuju Jurnalisme Advokasi

Jurnalistik objektif merupakan standar jurnalisme di Amerika Serikat hingga saat ini. Jurnalisme objektif sebenarnya merupakan jawaban atas fakta bahwa sepanjang abad ke-19 banyak surat kabar yang berafiliasi terhadap partai politik atau kepentingan tertentu. Kala itu, ruang publik menjadi ajang debat terbuka antar surat kabar dengan sudut pandangnya masing-masing, sehingga tidak mengindahkan sikap netral dalam pemberitaan. Meskipun jurnalisme objektif telah menggantikan tradisi lama tersebut, namun perkembangan kekinian eksistensi jurnalisme objektif pun mulai berada dipersimpangan jalan.

Mengapa dipersimpangan jalan, hal ini karena secara kritis masyarakat melihat bahwa media tidak sepenuhnya objektif dalam pemberitaan. Faktor Sebagian jurnalis dipengaruhi oleh kekuasaan lembaga-lembaga resmi, terlanjur terbiasa dengan “rutinitas kerja” dimudahkan dengan agenda dan rilis humas dari jaring berita, melahirkan praktek jurnalistik dimana kini konten antar media cenderung sama dan serupa. Belum lagi redaksi yang kadang lebih lemah dibandingkan perusahaan media. Kantor media mengklaim diri obyektif, sehingga bersih dari kepentingan apa pun, namun jika ditelisik dipengaruhi kepentingan perusahaan media atau pemilik media sendiri. Inilah kritik masyarakat terhadap objektifitas?

Maka Jurnalisme Advokasi atau jurnalisme alternatif adalah sebuah genre jurnalisme yang dengan sengaja dan transparan mengadopsi sudut pandang non-objektif, biasanya untuk beberapa tujuan sosial atau politik. Secara bahasa, advokasi artinya pembelaan (KBBI). Jurnalisme advokasi secara praktis adalah jurnalisme yang melaporkan sebuah kasus, isu, masalah, atau peristiwa dengan tujuan membentuk opini publik sehingga muncul kesadaran dan dukungan publik. Jurnalistik advokasi merupakan kegiatan jurnalistik yang dilakukan oleh wartawan dengan cara mengarahkan fakta hasil reportase untuk membentuk opini publik.

Pemberitaan jurnalisme advokasi lebih banyak ditujukan untuk suatu kepentingan tertentu yang disajikan dalam bentuk pemberitaan fakta dan peristiwa. Berbeda dengan propaganda, laporan jurnalisme advokasi berbasis fakta sehingga merupakan produk jurnalistik. Media alternatif dan media sosial dengan berbagai bentuknya menjadi saluran Jurnalisme Advokasi ini dalam menantang Jurnalisme objektif media.

Atton dan Hamilton (2008) berpendapat bahwa media alternatif sedang berusaha menantang objektifitas dan “ketidakberpihakan” baik dari sudut pandang etika maupun politik. Internet telah membuat jurnalisme Advokasi lebih mudah diakses dan lebih terlihat, sekaligus memungkinkan ekspansi secara global. Hal ini belum pernah terjadi sebelumnya.

Hak Masyarakat dalam Mengakses Berita

Bahwa hak setiap warga negara untuk mengakses informasi merupakan tugas bagi pemerintah dan jurnalis. Keterbukaan informasi sangat penting bagi pemerintah dalam menjalankan fungsi kekuasaan berdasarkan prinsip good governance. Terwujudnya good governance dapat diketahui dari keterbukaan pemerintah dalam menyampaikan berbagai informasi publik kepada masyarakat dengan baik dan benar. Sementara tugas jurnalis adalah mengadvokasi masyarakat. Kejujuran jurnalisme advokasi akan menjadi penyeimbang. Ia akan menjadi antitesis “bisnis” media yang sering kali berlindung di balik ketiak obyektivitas, namun pada kenyataannya gencar menggunakan ruang publik untuk kepentingan kekuasaan.

Dengan masing-masing, baik Pemerintah dan Jurnalis, berjalan dalam tugas pokok fungsinya masing-masing maka tercipta dinamisasi untuk kematangan demokrasi.
